O suplicante era de nacionalidade chinesa, imigrante chinês, e, por contrato de aluguel de terreno, obteve prazo de 20 anos para explorar espaço à Rua 2 de Abril. Vendia café, doces, guloseimas e refrescos. O Prefeito Militar Capitão Raul Guimarães Regadas tentou o impedimento de obra, negando-se ao recebimento de aluguel. Pediu ordem de recebimento do valor mensal de 50$000 mais 5 por cento. O juiz Waldemar Moreira deferiu o requerido e a União, insatisfeita, o embargou. Processo inconcluso.
